Win a seasoned Senior Healthcare Executive with more than 35 years of leadership experience across hospitals and health systems in California, Idaho, and Oregon. His career spans three high-performing health systems, including two decades in senior executive roles and more than 15 years serving as Chief Executive Officer.

Win is recognized for delivering exceptional operational outcomes while building cultures grounded in quality, safety, and engagement. Under his leadership, organizations achieved six consecutive years of CMS 5-Star performance ratings, six years of top-decile workforce engagement, strong financial performance and a decade-long distinction as a 15 Top Health System.

Win began his healthcare career as a Radiologic Technologist—an experience that shaped a leadership philosophy rooted in a deep understanding of care delivery from the bedside to the boardroom. This perspective enables Win to align frontline clinical excellence with enterprise strategy, governance, and sustainable performance.

Win holds a bachelor’s degree in Organizational Behavior and an MBA, am Board Certified in Healthcare Management (FACHE) and Lean Six Sigma certified through Villanova University.

As Senior Vice President and Managing Partner at HXF, Win collaborates with and advises healthcare organizations across North America on strategy, operational excellence, governance, leadership performance, and culture transformation. His work brings him joy and includes board development, physician engagement, senior leadership team development, and executive coaching. Win is passionate about enabling organizations to accelerate sustainable performance improvement, strengthen quality and safety outcomes, enhance the consumer experience, and cultivate resilient, high-performing leadership teams and cultures.
